Why Minnesota Is the Most Permissive Major State
Three structural reasons:
- No licensed sportsbook market to protect. Without an in-state regulated sports-betting framework, the AG has no consumer-protection or revenue-loss argument for enforcement.
- Tribal-commercial stalemate locks out alternatives.
- AG Keith Ellison's posture. Ellison has not signaled hostility to CFTC prediction markets and declined the multi-state coalition invitation in November 2025.
